The manifestation of God's power should be understood as the manifestation of the world.
There are two forms of God's power - animate and inanimate.
The animate or conscious power of God is as infinite and conscious as God. The inanimate power of God is limited and inert. The universe has been created on the basis of the principle of appearance. The conscious power of God is the appearance of God and the inanimate power of God is the appearance of the conscious power of God.
Just as God is the observer of His conscious power and resides in it, in the same way God's conscious power is the observer of the inanimate power and resides in it.
By this union of God's conscious power and inanimate power, infinite living forms are created in the world. Due to God being the only observer, he remains as it is, unchangeable, inactive and stable, while the conscious power of God takes many different types of colorful bodies which are created in space and time, through them all the actions of the world are performed. She acts and controls the entire universe and the infinite bodies residing in it.
The living beings bound by the noose of Maya neither have the knowledge of their creator and controlling power nor the knowledge of the Supreme Soul, due to which they remain under the illusion of their independent existence and of being the doers of their own actions, the fruits of which they have to enjoy.
